Let the flanges slide down the header and you see the clip by the bulge. Spread the C-clip, remove it, and the flange comes off. The flange doesn't hold the header to the head, it holds the C-clip to the bulge and that presses the header into the gasket in the head. The flange bolts simply hold it all together.
